My quote is actually a poor conceptual translation of the idiom "Bare fingers flay where old timers play." (Which is also a poor literal translation into Anglic.) The quote has essentially the same meaning, although "flay" is sometimes construed to mean senseless destruction rather than war, a casual irony when paired with the word which is translated as tool builder. @Offendi: Of course.
